1. Sealed proposals for Second Avenue and Sixth Avenue Water & Sewer System Replacements owned by The City of McRae will be received by the City of McRae City Hall until 11:00 AM, June 12, 2012, at which time they will be publicly opened. 2. The project consists of the following generally described work: Water: The installation of approximately 6,000 LF of 8” and 6” water mains within the project area including reconnection of existing services to the new mains and abandonment of the existing mains as shown on the plans. Sewer: The rehabilitation/repair of six manhole structures and approximately 2,500 LF of gravity sewer mains within project area. Rehabilitation/repair to include point repairs, remove and replace pipe and/or manholes, trimming and reconnecting services connections, root removal, pipe cleaning, cured-in-place pipe, removal and replacement of paving and sub-grade, grouting and cooling of manholes, adjusting manhole frame elevations, rebuilding inverts, and all equipment, labor, materials, and incidental construction required to rehabilitate the existing sewer system as shown in plans. 3. Plans and specifications are open to inspection at McRae City Hall or may be obtained from Thomas and Hutton Engineering Co., P. O. Box 2727, Savannah, Georgia 31402-2727 upon payment of $150.00 (plus shipping charges as applicable). The payment is non-refundable. 4. Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability.” Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney in-fact to bind the surety and certified to include the date of the bond. 5. Owner reserves the right to reject and or all Bids, including without limitation, the rights to reject any and all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of an Bidder if Owner believes it would not be in the best interest of the Project to make an award to Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. 6. The project is funded through a Community Development Block Grant. The Bidder shall comply with applicable funding source, including equal opportunity, Civil Rights Act, Davis-Bacon Act, Anti-kickback Act and Contract Work Hours Standard Act.

Sealed bids will be received for the “Sidewalks and Crosswalks in the City of McRae,” in the McRae City Hall, McRae, Georgia, until 11:00 A.M. (Local Time), Thursday, June 21, 2012, at which time they will be publicly opened and read.
The work under this Contract will consist generally of the following:
Demolition of sidewalks, ± 2,143 SY of concrete sidewalks, ± 764 SF of decorative brick pavers, ± 4,636 M of brick façade, ± 17 CY of Class A concrete for retaining walls, ± 748 LF of concrete curb and gutter, ± 318 LF of thermoplastic striping, and all appurtenances for a completed project.
All work on the Project must be completed within 180 consecutive calendar days of date of notice to proceed.
Bid shall be submitted on Bid Proposal Forms furnished for that purpose, in accordance with the Contract Documents and the Plans and Specifications which are on file and may be reviewed at the office of the City Administrator and the office of Hofstadter and Associates, Inc., Consulting Engineers, 4571 Arkwright Road, Macon, Georgia 31210.
Copies of Bid Forms, Plans, Specifications and Contract Documents may be obtained from Hofstadter and Associates, Inc., 4571 Arkwright Road, Macon, Georgia 31210, upon deposit of $150.00 per set. No refund will be made for returned documents.
No bid will be considered unless sealed and filed with the City of McRae prior to the time set forth above, and accompanied by a Bidder’s Bond, payable to the City of McRae for 10 percent of the amount of the bid; to be forfeited as liquidated damages in the event that the bid is accepted and the bidder fail to enter promptly into a written contract and furnish the required Payment Bond and Performance Bond and Insurance Certificates. There is a Disadvantaged Business Enterprise (D.B.E) requirement of 6% for this project. All D.B.E. firms must be certified with the Georgia Department of Transportation’s Equal Employment Opportunity Office. Bids arriving after the designated time will be returned unopened.
All Bidders whose bids are over $2,000,000.00 must be pre-qualified by the Georgia Department of Transportation.
No bids shall be withdrawn for a period of 60 days after the opening of bids. The City of McRae reserves the right to reject any or all bids and to overlook and/or disregard informalities or irregularities in the proposals.

!!New GA Laws Set To Take Effect For GOLF CARTS!!
A new law taking effect Jan. 1 creates a separate classification of personal transportation vehicles for golf carts. It also sets standards for towns & counties wanting to create ordinances allowing drivers to use the carts on residential streets & multi-purpose pathways. The law requires that golf carts have breaking systems, a reverse warning device, tail lamps, a horn & hip restraints. The carts must weigh less than 1,375 lbs & not top speeds of 20 mph. The carts also must be registered with the DMV.
